The rapid globalization of businesses and institutions has significantly increased the cultural diversity of organizations across the world. Multicultural organizations operate with employees, managers, and stakeholders from different cultural, linguistic, religious, and social backgrounds, making organizational communication management increasingly complex. Effective communication management is therefore essential for enhancing collaboration, minimizing misunderstandings, strengthening employee engagement, and improving organizational performance. This paper proposes an Organizational Communication Management Development Framework (OCMDF) specifically designed for multicultural organizations. The framework integrates intercultural communication competence, leadership communication, technological communication systems, employee participation, conflict management, and organizational learning into a unified strategic model. The study adopts a conceptual and analytical approach based on recent literature related to organizational communication, multicultural management, and cross-cultural leadership. The paper highlights the role of inclusive communication strategies in improving trust, innovation, teamwork, and organizational sustainability. Furthermore, the proposed framework emphasizes adaptive leadership, digital communication integration, cultural sensitivity training, and continuous feedback mechanisms as essential pillars for effective communication management. The study concludes that multicultural organizations require structured communication systems that promote openness, inclusivity, transparency, and intercultural understanding. The proposed framework may serve as a practical guide for managers, human resource professionals, and policymakers seeking to enhance communication efficiency and organizational development in culturally diverse workplaces.
