In a perpetually transforming landscape of education, the role of school administrators has become increasingly complex and demanding. Given the challenges of school leaders’ role in facilitating school improvement, the purpose of this study is to examine beginning administrators as educational leaders and to describe how the beginning school administrators’ preparations are. Preparing leaders to lead and manage schools is not only important, but also necessary to facilitate instructional change within the school system. This study lies not only in its potential to bolster the capabilities of beginning school administrators but also in its broader implications for the improvement of educational outcomes. This study employed a quantitative research design, particularly the descriptive-correlational research method. The population consisted of forty-five private elementary secondary school administrators in the City of Meycauayan. Purposive sampling was utilized in forty-five (45) determining the respondents. An adopted survey questionnaire was used to determine the relationship between the leadership skills and the professional competencies of beginning school administrators which will become basis for developing a leadership program. The results were tallied and interpreted using correlation and Analysis of Variance (ANOVA) to test the significant relationship and difference of the result at 0.05 level of significance. The results were remarkably significant, thus, the significant relationship between the leadership skills and the professional competencies of beginning school administrators has a very high relationship. The leadership program is called MOULD Program, Mastering the school Operations, Understanding of Leadership and management through Development Program. The purpose of establishing MOULD Program centered on the challenges associated with assuming a leadership role in a private institution is multifold. The researcher thus proposed to conduct further studies that would help understand more that the school administrators must capacitate themselves in developing various skills which can all be found in Philippine Professional Standards for School Heads (PPSSH).
